Zero-Tolerance Policy on Drugs, Alcohol, and Other Intoxicating Substances

Applies to ride-hailing, carpool, and delivery drivers/partners using the Veehk platform in California.

1. Purpose

Veehk is committed to rider, customer, public, and driver safety. Veehk maintains a strict zero-tolerance policy prohibiting drivers and delivery partners from using, being under the influence of, or being impaired by alcohol, illegal drugs, or any intoxicating substance while using the Veehk platform or providing services through it.

For California ride services, this policy is intended to comply with Transportation Network Company safety requirements under CPUC Decision 13-09-045 and related CPUC zero-tolerance requirements.

2. Zero-tolerance rule

A driver must not:

  • use alcohol, illegal drugs, or intoxicating substances before or during a trip or delivery if doing so may impair safe performance;
  • be under the influence of alcohol, drugs, or any substance that affects alertness, judgment, coordination, or safe vehicle operation;
  • possess an open container of alcohol in the vehicle while providing services, unless permitted by law and fully separated from the driver in a lawful manner;
  • continue a trip, pickup, or delivery if the driver is impaired or reasonably appears impaired.

This rule applies while the driver is:

  • logged into the Veehk Driver App;
  • waiting for a trip, ride, or delivery request;
  • en route to a pickup;
  • transporting a rider;
  • completing a food, parcel, grocery, medication, or similar delivery through the platform.

3. Rider and customer safety

If a rider reasonably suspects that a driver was under the influence of drugs or alcohol during the course of a ride, the rider should report it immediately. CPUC guidance instructs riders who suspect impairment to tell the driver to stop the ride, exit the vehicle as soon as safely possible, and call 911.

4. How to report a suspected impaired driver

A. In-app reporting

Riders may report directly in the Veehk app by:

  • opening Trip History or Your Rides;
  • selecting the relevant trip;
  • tapping Report a Safety Issue;
  • selecting "Driver suspected of being under the influence of drugs or alcohol";
  • submitting the complaint with any details, photos, or notes available.

B. Safety support

Riders may contact Veehk immediately through the app's safety features or by email at support@veehk.app.

C. Emergency reporting

If the rider believes there is an immediate danger, the rider should:

  • ask to end the ride as soon as it is safe;
  • leave the vehicle when safe to do so; and
  • call 911 immediately.

6. Immediate action after a complaint

Promptly after a zero-tolerance complaint is filed, Veehk will suspend the driver from the platform pending further investigation, consistent with CPUC requirements.

During the investigation, Veehk may:

  • temporarily remove the driver's access to the platform;
  • review trip records, route data, and relevant communications;
  • contact the rider, customer, driver, or witnesses;
  • review any photos, recordings, or other evidence submitted; and
  • refer the matter to law enforcement when appropriate.

7. Consequences of violation

If Veehk determines that a driver violated this policy, Veehk may take any action it deems appropriate, including:

  • warning;
  • temporary suspension;
  • mandatory retraining;
  • permanent deactivation from the platform; or
  • reporting to law enforcement or regulators.

A severe safety incident or credible evidence of intoxication may result in immediate permanent removal.

8. No retaliation

Veehk prohibits retaliation against any rider, customer, or reporter who makes a good-faith complaint under this policy.

9. Driver acknowledgment

All drivers and delivery partners must acknowledge before activation and periodically thereafter:

"I understand that Veehk has a strict zero-tolerance policy regarding drugs, alcohol, and other intoxicating substances. I agree not to provide rides or deliveries while under the influence of alcohol, illegal drugs, or any substance that may impair my ability to operate safely. I understand that if a complaint is made, I may be suspended immediately pending investigation, and confirmed violations may result in permanent deactivation."
